WELCOME TO THE JUSTICE LITERACY
ASSESSMENT AND AWARENESS PROJECT



The Justice Literacy Workbook (JLW) was designed for justice and social services practitioners to enrich their awareness and understanding of the challenges that people with limited literacy skills face when they come into contact with the criminal justice system.

To aid in assessment, a brief, inexpensive, and easily administered testing instrument called the Justice Literacy Indicator (JLI) was developed to screen clients/offenders for reading ability. The test contains 20 words arranged in three columns in ascending order. This order represents the number of syllables in each word and the increasing difficulty of the words.

A Quick Look at the Justice Literacy Workbook

One of the objectives of The Justice Literacy Assessment & Awareness Project, was to create a workbook for justice and social services practitioners that would enrich their awareness and understanding of the challenges that people with limited literacy skills face when they come into contact with the criminal justice system. In addition to this knowledge, the workbook provides justice and social services practitioners with a quickly administered, scientifically valid, literacy test that helps them to estimate a client/offender’s ability to read and understand legal documents used within the justice process.

This workbook has been developed for individual practitioners, in an e-learning format, as a printable workbook, or as a facilitator’s guide to presenting the Justice Literacy Workshop as an educational tool for the professional development of employees working in justice or social services agencies.

As a Workbook, learners will find that each component of the workbook systematically builds on previous knowledge blocks. There are test questions following each section. The workbook ends with the opportunity to administer and score the Justice Literacy Indicator (JLI) Tool and determine the implications of the test results for client/offenders. There are also some “Points to Ponder” at the end of the workbook that will help learners apply their knowledge of justice literacy issues in created scenarios and situations that may arise in everyday practice. It is not necessary to respond to these scenarios to complete the workbook; however, these “Points to Ponder” may be downloaded for future reflection.

Justice and social services practitioners, who are concerned about ensuring and safeguarding their client/offenders’ legal rights as they go through the justice system, will find that this interactive e-learning workshop or workbook conveys knowledge and understanding about the interface between limited literacy and criminal activities and behaviours. As well, the workbook provides information about a practical literacy tool (the JLI) that practitioners can use to assess clients’ literacy skills and make necessary accommodations to ensure their clients’ right to understand is protected.
